July 4, the minister of civil affairs Li Liguo indicated that three kinds of organizations include the pubic benevolent organizations, social welfare organizations and social service organizations can register directly in Civil Affairs Ministry without affiliated to other administrate departments.
This initiative implies that the double administration to the social organizations will be changed from now on.
There are only 200 social benevolent organizations registered in the China and the considerable parts of them are not the pure NGOs.
Early in 2011, four kinds of organizations include industry and commerce organizations, and the other three mentioned previously were allowed to register directly. And Li indicated that the policy will spread to all over the country.
