The question of how foreign policy is determined is a crucial one in world affairs. In these comments, I can only provide a few hints as to how I think the subject can be productively explored, keeping to the United States for several reasons. First, the U.S. is unmatched in its global significance and impact. Second, it is an unusually open society, possibly uniquely so, which means we know more about it. Finally, it is plainly the most important case for Americans, who are able to influence policy choices in the U.S. — and indeed for others, insofar as their actions can influence such choices. The general principles, however, extend to the other major powers, and well beyond. There is a “received standard version,” common to academic scholarship, government pronouncements, and public discourse. It holds that the prime commitment of governments is to ensure security, and that the primary concern of the U.S. and its allies since 1945 was the Russian threat.

When Israel attacked Palestinian targets following the discovery that three kidnapped Israeli teenagers had been murdered, the way TV outlets characterized the Israel actions on their July 1 newscasts was instructive. ABC World News and NBC Nightly News adopted the same language: Framing Israel’s actions as a form of retaliation is problematic, since the airstrikes, arrests and house raids are directed at people who had nothing to do with the murders. Israel has named two suspects in the crime, Marwan Qawasmeh and Amer Abu Aisha. As the New York Times (7/1/14) and other outlets have reported, these two West Bank residents may not have a significant connection with Hamas, despite the official Israeli insistence that the Hamas government in Gaza should be held responsible for the killings.
Adding yet more warfare to the current crisis in the Middle East will perpetuate exactly what the imperial powers set out to do: tear an entire region of the world asunder.“So far as Syria is concerned, it is France and not Turkey that is the enemy.” – T. E. Lawrence, February 1915. It was a curious comment by the oddball but unarguably brilliant British agent and scholar, Thomas Edward Lawrence. The time was World War I, and England and France were locked in a death match with the Triple Alliance, of which Ottoman Turkey was a prominent member. But it was nonetheless true, and no less now than then. In the Middle East, to paraphrase William Faulkner, history is not the past; it’s the present. In his 1915 letter, Lawrence was describing French machinations over Syria, but he could just as well have been commenting on England’s designs in the region, which Allied leaders in World War I came to call “The Great Loot”—the imperial vivisection of the Middle East.
The Al Qaeda legend and the threat of the “Outside Enemy” is sustained through extensive media and government propaganda. In the post 9/11 era, the terrorist threat from Al Qaeda constitutes the building block of US-NATO military doctrine. It justifies –under a humanitarian mandate– the conduct of “counter-terrorism operations” Worldwide. Known and documented, Al Qaeda affiliated entities have been used by US-NATO in numerous conflicts as “intelligence assets” since the heyday of the Soviet-Afghan war. In Syria, the Al Nusrah and ISIS rebels are the foot-soldiers of the Western military alliance, which in turn oversees and controls the recruitment and training of paramilitary forces. While the US State Department is accusing several countries of “harboring terrorists”, America is the Number One “State Sponsor of Terrorism”: The Islamic State of Iraq and al-Sham (ISIS) –which operates in both Syria and Iraq– is covertly supported and financed by the US and its allies including Turkey, Saudi Arabia and Qatar.

Earlier this week, Google made a big show of refusing DARPA funding for two robotics manufacturers it purchased, even though the companies themselves were financed with plenty of DoD cash. It’s a nice gesture, and one that was welcomed by those who want Silicon Valley to be free of government interference. Unfortunately, while a crowd-pleasing announcement is good for Google’s public image, it does nothing to change the company’s long and ongoing history of working closely with US military and surveillance agencies. Last week, I detailed how Google does much more than simply provide us civvies with email and search apps. It sells its tech to enhance the surveillance operations of the biggest and most powerful intel agencies in the world: NSA, FBI, CIA, DEA and NGA — the whole murky alphabet soup.
The Cold War made a lot of money for the military/security complex for four decades dating from Churchill’s March 5, 1946 speech in Fulton, Missouri declaring a Soviet “Iron Curtain” until Reagan and Gorbachev ended the Cold War in the late 1980s. During the Cold War Americans heard endlessly about “the Captive Nations.” The Captive Nations were the Baltics and the Soviet bloc, usually summarized as “Eastern Europe.” These nations were captive because their foreign policies were dictated by Moscow, just as these same Captive Nations, plus the UK, Western Europe, Canada, Mexico, Columbia, Japan, Australia, New Zealand, South Korea, Taiwan, the Philippines, Georgia, and Ukraine, have their foreign policies dictated today by Washington. Washington intends to expand the Captive Nations to includ Azerbaijan, former constituent parts of Soviet Central Asia, Vietnam, Thailand, and Indonesia.
The green light for the use of ISIS brigades to carve up Iraq, widen the Syria conflict into a greater Middle East war and to throw Iran off-balance was given behind closed doors at the Atlantic Council meeting in Turkey, in November 2013, told a source close to Saudi – Lebanese billionaire Saad Hariri, adding that the U.S. Embassy in Ankara is the operation’s headquarter. A “trusted source” close to the Saudi – Lebanese multi-billionaire and former Lebanese P.M. Saad Hariri told on condition of anonymity, that the final green light for the war on Iraq with ISIS or ISIL brigades was given behind closed doors, at the sidelines of the Atlantic Council’s Energy Summit in Istanbul, Turkey, on November 22 – 23, 2013.
The black-clad fighters of the Islamic State of Iraq and the Levant, sweeping a collapsing army and terrified Iraqis before them as they advance toward Baghdad, reflect back to us the ghoulish face of American empire. They are the specters of the hundreds of thousands of people we murdered in our deluded quest to remake the Middle East. They are ghosts from the innumerable roadsides and villages where U.S. soldiers and Marines, jolted by explosions of improvised explosive devices, responded with indiscriminate fire. They are the risen remains of the dismembered Iraqis left behind by blasts of Hellfire and cruise missiles, howitzers, grenade launchers and drone strikes. They are the avengers of the gruesome torture and the sexual debasement that often came with being detained by American troops. They are the final answer to the collective humiliation of an occupied country, the logical outcome of Shock and Awe, the Frankenstein monster stitched together from the body parts we left scattered on the ground. They are what we get for the $4 trillion we wasted on the Iraq War.
MOSCOW: Russian President Vladimir Putin on Friday offered Iraqi Prime Minister Nuri al-Maliki Moscow’s total backing for the fight against jihadist fighters who have swept across the Middle East country. “Putin confirmed Russia’s complete support for the efforts of the Iraqi government to speedily liberate the territory of the republic from terrorists,” the Kremlin said in a statement following a phone call between the two leaders. Maliki, increasingly under pressure at home and abroad, told Putin about steps the Iraqi government was taking to turn back a lightning offensive by the radical Islamic State of Iraq and the Levant (ISIL), that has overrun swathes of northern and central Iraq.
